Why are characters replaced when converting to csv format?

Hello, there is a .xlsx file with a database that needs to be converted to csv format when converting to OpenOffice, I set the encoding to utf-8.
After conversion, some characters change to others. For example, instead of IM in Latin, it turns out ²M
How to fix it?
