Why are changes not applied on the site and some of the files are not displayed via ftp?

Good afternoon!
I am connecting via ftp to a site that is a subdomain on the main one. There are 2 problems:
1. Changes on the site are not applied. Not when I edit the code, nor when I create new files.
2. Not all files are available via ftp. And I noticed: if in the code the path to the file is registered from the root directory, for example "/js/script.js", then the file is available via ftp; if it starts with the name of a folder in this directory, that is, "js/script.js", then it is not available. This is a problem for all clients.
With what it can be connected?

1. Perhaps there is code caching, like Symfony.
2. It is not clear where you are looking and where you are indicating the path. Watch how your tools handle relative paths.
