Why are broadcast packets not coming?

There are servers workstations on the network with addresses 10.66.0-16.* with a mask of 255.255.240.0 And there are servers with two network cards. One is 10.66.0-16.*, the other is 192.168.*.* with a mask of 255.255.255.0
Servers send broadcast packets to addresses 255.255.255.255 or 10.66.15.255 or 10.255.255.255.
With the first two addresses, there are no problems, everything comes through. But there are problems with the address 10.255.255.255. Computers with Windows XP receive packets at this address, but Windows 7 and Server 2008 do not.
XP routes have a route 10.255.255.255 255.255.255.255. On the seven and 2008 the server prescribed this route:
route add 10.255.255.255 mask 255.255.255.255 0.0.0.0
does not solve the problem.
How to solve this problem?

broadcast goes inside its segment. The address 10.255.255.255 is not broadcast for the networks you are using. The fact that there Windows decided that this is a broadcast for the address class is its right.
