Why are Bitrix solutions not installed and updated?

Good morning
I wanted to test a couple of solutions today on the site and here's the thing:

Do not update already installed solutions, do not install new ones, has anyone come across this?

And recently caught my eye:

Only on the pages "Installed solutions" and "Updating solutions"
