Why are Asterisk outgoing calls not working?

Hello, please help me with this question:
I inherited a server on Centos 6 with Asterisk 1.8.11 and a dozen phones. Some time ago we moved to another SIP provider, everything is fine. Yesterday we moved to another Internet provider, respectively, the external IP of the server changed (the server is in the office, it is accessible from the outside via the external IP). Everywhere I replaced the old IP with a new one (and this server is both telephony and a gateway and a file cleaner). After rebooting the network and services, Asterisk began to work strangely - if I call from my mobile (or another landline) to a landline that is tied to SIP - the call goes through, the handsets start ringing, in general, according to the dialplan. But, if I call from inside to an external number (let's say a mobile phone), and there an external call must start from 9 and then dial a regular number, then I hear 1 year in the receiver and then short ones, as if busy,
I don't know where to dig anymore. If configs are needed (I don’t even know which of the configs will help), then I’ll send it. Thanks

If the IP address has changed, then it is quite possible that your operator is blocking outgoing calls. You need to contact the operator's TP, and clarify this point with them.
