Why are articles published directly mentioning the company outside of the corporate blog?

According to the rules of Habr, self-promotion and a story about the company can be done through a corporate blog or "I'm PR".
But there are articles where the author's company is already indicated in the header, and they are posted as regular publications. Here's an example: https://geektimes.ru/post/274282/
It's all about the fact that the author does not give a direct link, but simply writes the name? Or is it at the discretion of the moderators?

In the profile, according to the rules, you can indicate the name of the company, and the place of work, and your favorite site. The information in the header (under the nickname) is picked up from there, this is acceptable. But moderators still monitor the materials, because the text without links can be more advertising than general information.

By heading, I meant the first paragraph of the article. See example: "Mapper's response is yes." No hyperlinks, but obvious PR. So it is possible?
