Why an advertising manager?
Why hire advertising managers (directors, etc.) for a permanent job if you can run the same advertisements every month? Replenishing an advertising account and running the same ads is less than one hour per month. Once every few months, you can edit / supplement ads and that's it.
Conditions. Online store one. The product range is small, and the volumes are large in quantity. And a product that will not change in 10-20 years at all, and will also be in demand.

Indeed, you are mistaken that contextual advertising consists only in launching advertisements. In fact, this is a complex set of works on the analysis and optimization of advertising campaigns, constant testing of hypotheses and selection of effective targeting, rates, strategies. All this must be done constantly, even if you provide only one service or sell one product.
But, of course, there are a number of advertisers who, on their own or with the help of cheap freelancers, manage only by launching advertising campaigns, waste their budgets and, based on this negative experience, form their negative opinion about contextual advertising in general.
