Why am I getting a No route to host error with a non-standard port?

If I change the standard port 22 on the server to something else, then for some reason, when I try to connect, I get:

ssh -CYl root -p ПОРТ site.my
ssh: connect to host site.my port ПОРТ: No route to host

Why?

it shouldn't be like that. We need more details where and how they changed it, with examples of normal connections and examples of errors directly from the console.
