Why after saving the file by the user, the file permissions are lost?

The problem is the following. There is a folder where the files are messed up. The folder is a network file cleaner. When an employee of the department to whom this folder belongs opens the file, edits and saves, access rights fly to the file. How to fix this problem? And in general, what is it?
Windows Server 2012 R2 AD.

Purely theoretically: if the program that edits the file saves it after deleting it, then you will get just such behavior.
In this case, do not assign rights directly to the file, write the file to a separate directory and assign rights to it.
