Good day. Faced such a problem. On one of the computers I monitor, someone has disabled the network adapter. The computer is very far away and there is no local access to it. The domain user does not have admin rights. The computer is in a domain. My admin domain account is saved on this computer. You need to enable the network adapter on this computer without giving the user the admin account information. You can send a letter with a file to a nearby computer and transfer it on a USB flash drive to the patient. The file, as I understand it, should contain the command "netsh interface set interface name="Local Area Connection" admin=enabled", as well as an admin account with a password. It is necessary that the user launches the file and a miracle happens :)

runas /profile /user:<username> <program>

In group policies, enable the ability for users to manage network adapters. that's it, you can manage network adapters even without admin rights, if the corresponding policy is enabled.
