Why after registering acc. Is Google Play blocking payment processing?
I registered an account with Google, added a card, everything is fine, but when making a payment through the application, it constantly gives an error about a high level of risk, asking me to try again in 30 minutes. All security settings are complete.

On new accounts, you can not buy immediately, quickly and a lot, unfortunately. This is done so that accounts are not registered in order to immediately realize money on a possibly stolen card.

When an order that you receive is found to be in question, Google assigns the status to Customer Verification In Progress and performs a fraud check to help mitigate risk. During the checkout, you will not be able to receive payment for the order.
It usually takes four to six hours to check. Some high-risk orders may take longer because Google performs a particularly thorough review of such orders for protection purposes. We may also contact you directly to make sure we are doing the right thing. Orders that are found to be high-risk or violate the Google Payments policies will be permanently canceled for your protection.
If the Google verification is successful, the order will receive the New status. Only after that you will be able to charge the buyer's credit card and send the order. Don't forget to write off the payment for the order within the appropriate timeframe to ensure that it is paid.
Accordingly, if after 30 minutes the error repeats, it is necessary to wait until the order passes the check (in 4–6 hours). I have attached a quote from the Business Wallet above, but this is relatively applicable to ordinary consumer accounts as well.
In your case, perhaps Google does not trust the application or your bank's security service, you just need to wait.
