Why after importing pbf in Nominatim country as Node?

I imported Macedonia for tests, in the search it is displayed as a node, not a relation.
Those. for some reason, the landfill was not registered, and as a bonus, the hierarchy of regions and cities was not created, everything was in a heap.
Reverse geoconding naturally does not work correctly.
The lost relation is definitely in the original pbf / osm, it is not searched for in the database.
When importing, the relation is definitely created, in the planet_osm_ relation there is raw data
How to fix it?

Ubuntu 16.04, PSQL 9.5, PHP7
Imported United Kingdom, when United Kingdom is searched there are two objects, islands as a relation with the correct id (matches off server nominatim) and as a single node.
At the same time, Wales et al. subarea imported normally, with polygons and all dependencies

Perhaps it is broken and the border is not closed, therefore it was not created.
