Who worked with government database processing systems? What are the chances of writing a public API for this system, so that all fetch and check operations can be performed from a third-party shell with all the keys and authentication parameters entered?

I am aware of their authorization systems, which require Explorer and USB - JaCarta / Rutoken keys. In general, is it possible? I look at the problem from the point of view of a typical programmer and how can I work with it without these keys?
