Who will advise a mini-computer?

I want to buy a micro-computer on Ali, like a flash drive. I don't know which one to choose.
Basic requirements:
- the chip is NOT ARM, i.е. Intel or AMD
- the system is NOT androyd, i.e. Linux or Windows
- the ability to connect to TV via hdmi
- usb for mouse and keyboard
- not necessary, but it would be cool if it still performed the functions of a 3G / 4G modem regularly, i.e. had a sim slot

. A cooler has already been added to it, it should cool more or less. Works quite well. Like an office computer. It heats up to 60 degrees, but this is a problem for all such devices. Linux gets up on it, but you have to jump with UEFI. When they are set, it will be necessary to jump even more, since nothing will work from the periphery. Linux does not really understand how to work with all devices through extended uarts. So only Windows. This is an analogue of the Intel stick.
