Who used the services of remote technical support?

There is a need for remote technical support for hosting services through:
online chat and ticket systems - in Russian and English.
Questions:
1. How safe is it to hire a "remote sysadmin"?
2. Are there any services that provide such a service?
3. Are there services that offer separately: tech support in:
1. Online chat
2. Phone tech. support.
3. Support through tickets.
4. Are there any examples of companies that practice this type of customer support?

This is called "hiring a remote system administrator" (possibly a freelancer, an office, and just a contract). Plus, you will need a few more supports (well, or just someone who will wake up the admins for monitoring and tickets - you can also automate, but you can’t set up the automation normally so that it throws out a frank junk).
The prices for such services for hosting are much higher than for regular servers.

4) you can't determine it outwardly, usually they build it with remote ones like this: they answer and do what they can fix themselves (sometimes it's just to register domains and ip), or set up htaccess there, and what's more difficult - they transfer it to regular
