Who should think about the appearance of adapting the site for mobile devices?

Good day.
The client ordered an adaptive Landing Page. The designer drew the layout in 1920px, i.e. for the computer. screen.
For the layout designer, the question arises, should the designer also draw the layout for <720px and <480px ?
After all, the job of a layout designer is to transfer the PSD layout to a ready-made working site, and not burden yourself with the question, but how to design the layout on a mobile device!

It's been asked here multiple times already.
If there are no layouts for smaller resolutions, we figure out how to adapt them ourselves. Well, we ask for money for this.

Well, they will tell you that the designer / designer or someone else should have given you layouts for these resolutions, but what's the point if he has already received money and disappeared, leaving only a picture with a higher resolution? Will you now refuse the project due to the fact that you cannot mentally change / move a couple of blocks?
