Who Should Optimize a Website for SEO?

Hello, it became interesting who should optimize the site for SEO?
To me (in the role of a programmer) the SEO specialist gave me a list of recommendations for 2 pages. It includes micro-markup, site optimization for load (checking the response time using the Google service), setting up all kinds of redirects, creating robots.txt and setting it up (protection from directory indexing).
I work with a SEO specialist for the first time (in general, in general), so it’s still interesting to find out whose job it is more, a programmer or a SEO specialist?

describe the requirements (in your case, a list of recommendations) - an SEO specialist (do not let them into the project code? Although there are some).
Writing code according to requirements is yours as a programmer. Things like page load time optimization should generally be taken for granted by any normal front-end developer.

SEO-specialist in fact manager. He makes recommendations for programmers. Ideally, a programmer should check what an SEO specialist wrote there, otherwise they may advise him.
