Who should complain about DDOS?

2 days kept the defense against ddos, collected and prepared a report for the protection company.
They recommended contacting the FSB. But there are no contacts.
Advise who to contact?

If you have identified the connection points of the attackers and they are in Russia, then you can try to squeeze something out of the providers through Roskomnadzor, since the violation lies in the area of abuse of communication services. Pure IMHO, not confirmed by anything.

You can try a statement to the police or the prosecutor's office to identify and bring to justice those who created, distributed and used malicious programs, the use of which caused the blocking of access to information and disruption of the computer.
