Who reanimate the laptop of the 90s?

I have an ancient Epson NB/SL-25 laptop from the 90s.
For some reason it does not start, although the adapter is working. Who can you advise authoritative for the repair of such non-traditional equipment? I really want to run my school programs in BASIC and look through Excel books under Win 3.11
