For everyone who puts money on a SIM card, they get their percentage. Previously, the cards were registered to some Ahmed Bduralli, now they are not registered to anyone. To whom do they belong? Any sims belong to the operator. Whose last name is written in your personal account - these are already nuances.

Now mobile operators are being "punished" for such SIM cards. Usually they get a job there as an agent, receive a pack of cards "to conclude contracts" and, by agreement, must provide customer data after a while, but since customers need to call right away, the SIM card naturally works. For good, operators should control agents, but they just need to get money. So these sim cards are not registered to anyone - empty fields. Now if the agent has not transmitted data within 10 days, then the SIM card should be blocked. And if the police find such a SIM card in your place, then they can become "terrorists" (deliberately acquired a SIM card without identification for subversive activities).

Simcards are issued to a legal entity. The company receives thousands of SIM cards. Then he sells them without burdening the buyer with re-registration. Hucksters buy SIM cards from such companies in bulk for about 15 rubles / piece. But if you want to get into this kind of business, then don't forget to take an AK-47 argument with you when you go to the station. There are no rules. Chekov too. You will not have time to sell anything, as the police will break your head or come up, who are always lured there somewhere around the corner and there will be Article 14.1 of the Code of Administrative Offenses, entrepreneurial activity without state registration.
