Who needs to register an account when developing an application?

Only recently moved to the mobile application market.
As I understand it, to register a developer in the AppStore you need to pay $100/year, in Google Play $25.
I develop the application for the customer, that's why the question.
I can register once as a developer and make applications for customers. Or in this case, the customer himself must buy a license in both stores?
If the first option, how is the withdrawal of funds earned by the customer implemented?

But customers, often, would like to postpone these costs until the very end. That is, like: you do it for now, and then I will pay for the dev account.
But, if everything is more or less OK with Android, then everything is more complicated with iOS. A developer cannot adequately engage in development if he or the customer does not have a dev account. Therefore, an easy option in this case is to get yourself a dev account.
This question is solved in Google, they would look for themselves! It's been chewed up to the smallest detail.
On the Android side, things are a bit different:
You don't have to pay $25 for development itself. This is necessary so that you can upload applications on your behalf (company). Most likely your customer will need it, so he will have to buy.
For iOS:
Both you and the customer need to pay. You need to test applications on the devices themselves, otherwise you can run them on the simulator. The customer is the same as on Android.
It is logical that both you and the customer must have dev accounts, you are a customer for testing to host an application for making money
