Who needs expensive and complex websites?

Hello everyone, I would like to know who needs complex websites, client-server applications, business process automation systems. Decided to do it in Astana. We have a lot of web studios involved in business services (landing pages, promotion, marketing), but there are very few production studios, but the market itself is not yet developed, so I ask such a stupid question, can you give some advice on which channels to look for your target audience. So far, in addition to contextual and targeted advertising, there are such options:
1. State. procurement and tender
2. Startups, they can be reached through the state. organizations that deal with competitions
3. Freelance sites.

High load starts with 50K rps and 1GBit of live http traffic without static.
But speaking at HL++ in the style: "We took, scaled our PHP 14K rps / node to 32 machines, 20 of which are idle at 50%", makes me smirk. The question is difficult not only from the point of view of implementation, but also from the point of view of the lack of sane tools. Write OpenSource projects, publish articles, conduct benchmarks - people will catch up if it's really worth it.

It is not entirely clear what complex and expensive sites are? A website or application is a product that solves some problems. For whom should this product be difficult? And is its value determined by complexity?
