I am looking for a service for receiving incoming SMS to a short number (4 digits) in which SMS is free for the user (according to the tariff, to be more precise), it accepts Cyrillic prefixes (converts), the numbers are the same for all operators, it has api.
Has anyone experienced this kind of service?

It is unlikely that anyone will bother with such a service. Parsing Cyrillic in SMPP is not a trivial matter.
