Who knows the "Russian" smtp service?

Challenge: Need transactional SMTP. It seems that everything is simple, many people provide (SendPluse, JustClick, UniSender - and it seems Russian) BUT it is necessary that the location of the servers be in Russia. Does anyone know if there are?
The volume is from 20k letters + it is desirable that the ip of the source server would not shine.
Searched / looking for, but unsuccessfully something.

and what's the difference where they are, it doesn't seem to affect anything, and it didn't affect before.
