Recommend a mailing service via SMTP?

Not relevant anymore.
There is a large resource, with thousands of users (already), it is required to send them all sorts of letters such as registration activation letters, news reports, etc. Regularly. Lot. I would like to delegate all the headache - so that the letters do not fall into the spam of the recipients. I really don't want to do it myself.
There were already similar questions on the toaster, but there is a requirement: the service must be Russian , so foreign ones are not suitable.
Requirements
1) Dedicated outgoing IP address from Russian networks
2) Pure SMTP, preferably with TLS.
3) No mailing management services are needed.
4) Desirable basic statistics on the distribution.
5) On average, several thousand letters per day, in peaks there are up to 10 thousand. In a month - so far about 300-400 thousand.
Now we use send-pulse, but for the last week and a half they have been working poorly, support is rude. I looked for a replacement - there were either muddy half-spamers, or services with mailing lists (this is not necessary), but without SMTP.
Are there alternatives? Or will you have to get confused with your mail server?

During the time you were describing this situation, you corrected punctuation and spelling errors... During all this time it was possible you use) deploy a virtual machine on Linux, give it an external IP. As an option - VDS. Deploy a banal MTA there. For example sendmail or postfix. As an SMTP agent, setting up will take 5-10 minutes. Maybe an hour if you're doing it for the first time. Next, set up DNS records: (A), (MX), (PTR), (SPF). This will already be enough not to fall into spam even with Google. You can go further as you wish. Everything will take about a couple of hours.
Plus, the time to update the global DNS directories is from 12 to 72 hours. But for three more days I am sure that you will be able to tolerate the TP of these guys who are now. I bow for sim.
