inkscape.org - free and just for svg
adobe illustrator - expensive, but there is svg support
I would recommend inkscape - it's magical. For a beginner, it may seem complicated and incomprehensible, but the deeper you understand the structure and capabilities of svg, the more you understand that there are no alternatives other than inkscape at all.
I work with 2 applications in parallel:
The first is modern and is being updated, the second has stopped in development, but I know it through and through for several years of work. Some chips are in one, some in the other. They are inexpensive: one is somewhere around 3700, the second is 2300, and without any subscriptions.
The undoubted advantage of both is that the finished image can be immediately sent to the clipboard in the form of pure svg code, and it can be further straightened in the code editor. Animation, interactive and all that which cannot be done in a purely graphical editor.
