Who is the best 3G operator for iPad Air in Ukraine?

I bought a new iPad Air with LTE and decided to buy an operator card. But everything turned out to be not so simple. Intertelecom said that it needs to be set up in a service center (jail?), but their specialists still do not know how to work with calamus. MTS said that they have other frequencies and the iPad will not work for them. Ukrtelecom remains, but their tariffs are far from low.
The specifications declare many supported communication standards: UMTS/HSPA/HSPA+/DC-HSDPA (850, 900, 1700/2100, 1900, 2100 MHz); GSM/EDGE (850, 900, 1800, 1900 MHz), CDMA EV-DO Rev. A and Rev. B (800, 1900 MHz).
Advise the best option for Ukraine.
Personally, I've settled on Kyivstar for now, but they have the same Ukrtelecom network and the tariffs are almost identical :/

Only Trimob (Ukrtelecom) has a full-fledged 3G. Tariffs are not that big 0.1 kop / mb if for traffic. If there is no 3G coverage, it switches to Kyivstar edge. Where exactly you should not look, this is MTS. EDGE is simply disgusting.

Look at intertelecom, what they say.
And the firmware is not so much a jailbreak as setting up the transmitting chip for the settings of its network, if everything is quite simple with gsm, then in cdma networks - before selling each device is programmed separately, and if the service engineers did not find the firmware for a specific phone model that works correctly with network, then the operator cannot offer it for sale with its own package.

If the task is to "buy an operator's card" AND 3G AND use it on the territory of the independent Tatooine of Ukraine, then there are actually not many options. So much so that there is a maximum of 1. Ukrtelecom, aka 3-mob. With coverage - everything is very sad, but there is internal roaming with Kyivstar.

For the iPad Air to work on Intertelecom or Peoplenet, it needs to be made for CDMA networks. And the usual Air only works on Ukrtelecom, what is there to choose at all. In cities it catches almost everywhere, in the countryside there is no coverage. In the Crimea, he still catches in resort places.
