Who is lying processor manufacturer or haxm?

I decided to try out a new build of Android Studio 2.0, after launch I was offered to update the outdated SDKs, which included a new version of haxm. supports virtualization.
The manufacturer's website says that the technology is supported, and it is enabled in the BIOS. By the way, the problem is pursued on two different machines..

A reasonable question arises, who is lying after all. And how to deal with this heresy? Maybe someone already faced this problem!

Try disabling the Hyper-V feature on the system.

What version of Windows do you have? If I'm not mistaken, then virtualization is supported in versions not lower than professional.
