Who is looking for potential customers in a narrow area/niche of service delivery?

There is a rather narrow scope for the provision of services, it is not very popular, but the demand for it is stable. Who should be looking for clients, what position does this person have? The main thing here is to find out who often needs this service.

You would write what kind of sphere.
If the demand is stable and the service is not very popular, consider whether you need a separate person? Since you understand this (I assume), it means that it is easier for YOU to communicate with the client.
The offer of services is usually handled by sales managers. But their problem, in my opinion, is that they don't care what to sell: IT services, potatoes or samovars. Therefore, in the case of a narrow niche, I would advise you to first learn how to sell it yourself, and then take some person for this.
