Who is a participant in foreign economic activity, and who is not?
From March 1, 2022 (or a little earlier), participants in foreign economic activity are required to sell 80% of foreign exchange earnings. Considering the difference between the buying and selling rate, I don’t want to do this at all. (well, as the difference becomes 5% - it will be especially all the same).
I would like to understand whether the self-employed are not individual entrepreneurs, and individual entrepreneurs on a simplified basis - are they participants in foreign economic activity if they earn currency from those who are provided with services, or not?

Are. Must sell.
Here the world is collapsing, and you are worried about the exchange rate difference - it’s even immoral somehow: this measure was actually introduced to support our common economy, and if only you had acorns!
I ordered the services of a lawyer, received an answer, maybe it will come in handy for someone:
Residents participating in foreign economic activity who are obliged to sell foreign exchange earnings are understood to be legal entities (with the exception of credit institutions and the state development corporation "VEB.RF"), individuals who are individual entrepreneurs or persons engaged in private practice in accordance with the procedure established by the legislation of the Russian Federation (hereinafter referred to as the resident).
Letter of the Bank of Russia dated February 28, 2022 IN-019-12/18
Well, that is, self-employed non-IPs are past this decree.
Is there an inflow of currency from foreign counterparties? There is, it means they are.
Legal entities, individual entrepreneurs (regardless of the system), SMZ, physical. persons recipients of foreign exchange earnings, all of them are participants in foreign economic activity.
Except if you are an individual and receive currency under an employment contract. More information here .
