Who installed Phalcon, how to run installer from cygwin (displays errors)?

Installed phalcon dll and included extension. It is written in the docks that this installation ends with the docks . But I have a suspicion that there must be some other files ... . And I decided to clone the framework from the git, I messed up on launching installer-a from the build folder - it gives an error:

{ cphalcon } master » cd build/

HZ installed on windows only. I threw the library into php and actually connected it to ini.
And by the way. If you use the forum assembly, it does not become an updated version)
