Who has experience with cashing out through money transfers?

A card from payonner has already arrived for a long time, everything is perfect, the card is contactless. But in Tajikistan, in terms of Mastercard, everything is in the back seat. It is simply not accepted by 95% of ATMs and banks. The last time for cashing out I had to travel to the capital (190 km) to Kazkom, and then, with a limit of $ 100, insert the card five times and pay five more commissions. Therefore, Google quickly suggested online translations, such as Unistream. Payoneer does not seem to take a commission for online purchases (and online transfers give themselves that way), the commission is a fixed 2%, and most importantly, you can get it at any nearby banks. But no problem, the same Unistream requires a photo of a passport and a card, claiming that the card was made in the USA. Should you send them selfies or look for other alternatives?

The same can be done through an intermediary. Only without any identification.
There are many proposals. The commission will be about 7%, you will be able to receive the same Unistream transfer or the Golden Crown.
Online transfers can be insidious in that they are not considered a purchase, but an attempt to rip money off the card (C2C money transfers). American cards do not support this and the operation will not work. But the Payoneer card is still not American. Previously, it was Gibraltar and other offshores.
And if the card supports, for example, like a Yandex.money card, then penalties are due for this operation.
