There is a bulky piece of hardware Huawei USG 5150 on which you want to raise L2TP over IPsec. Studied all the manuals and those. documentation, but IPsec did not start, although the tunnel through L2TP works stably. There is no response from USG to attempts to connect via IPsec, the logs are just as clean. ACL and firewall were checked several times. I also used an empty ACL (allows everything) and turned off the firewall, there were no changes.
