Who does the programming of telephone boards (landlines)?

I have old grandparents unable to dial my home number. Is it possible to program the telephone card to 1 specific number? So that when you press any button, 1 specific number is automatically dialed? Are there people who do this? Is it just amateurs or is it a "profession"?

Most IP phones have dialplan type settings or dialing rules.
Yes, up to the fact that when you pick up the handset, a call will go.
