Who can suggest software for converting a screenshot to UUE and vice versa?

The essence of the question - you need to do the following:
Pack the binary file into a picture, so that you can then extract the original file from a screenshot (or suddenly even from a photograph) of this picture.
So far, the standard uue / base64 comes to mind with subsequent recognition. But given that all popular OCRs usually recognize connected text, I'm afraid that there will be too many errors, especially with special characters. Is there a better way?
Searching the Internet is complicated by the fact that the terms are too often used in regular base64, so far I have not been able to find something on my question.

If you want to encode information for image recognition, then a tool has long been invented for this - two-dimensional barcodes, such as a QR code.
