A private key generated using the CryptoPro CSP (and in your case it is) will only work when using the CryptoPro CSP. In your case, you need to either buy a license for CryptoPro CSP, or get a new certificate, but using the free ViPNet CSP crypto provider .
CryptoARM and ViPNet CryptoFile are higher-level programs that work with crypto providers through the Crypto API.
