1988 cipher crack

I came across this cipher:
EXVITL AMSYMX EAKSSI KIRZMS YEKDAY OSINAL PVITHE RRJMLO
OIEUSM GPLKSM ADAVOS LULRVK SIXMTA IDAVOS

The description says that it was provided to the guests of the 1988 EuroCrypto conference in Davos.
Interestingly, each encrypted word has the same number of characters. It doesn’t look like Caesar and Vigenère, perhaps a transposition cipher? DAVOS
occurs twice . It doesn't look like an anogram either. Maybe the community knows.

One Time Pad seems to be very reliable. Thermorectal cryptanalysis can solve

Perhaps a transposition or a simple substitution. Thank you, there will be something to do in your free time :)
By the way, spaces do not always carry information. On the contrary, they introduce entropy. Their location in plain text can be completely different (what is most likely (with) a cap?).
