Which wysiwyg editor component/module to choose with custom tags (similar to Word xml tags )?

To make the picture clear:
These tags are assigned in the editor/template mode and filled in already in the editor/fill mode.
I am programming in .net stack. I am looking for options both on the desktop and on asp / js.
Using Word itself is problematic, because in content editing mode, these tags are easily removed. Well, he starts to swear if you start writing something between tags and other problems.
PS: Infopath - looked. Due to "political" moments, it is not an option to use :)
