What axle do you recommend? Maybe in vain I rolled 64-bit? All the same, only 3.25 GB out of 4 are available (some of them are also eaten away by the vidyuha, but not in such a volume). Please advise.

Remove overclocking - there is a problem with cooling in the laptop, excessive overclocking is excessive heating, and as a result, throttling. As a result, there is no practical sense from your overclocking.
After that, the computer should work more or less adequately.
I'm not saying that it will easily perform difficult tasks, the percentage is frankly weak, but as an unpretentious working machine it is quite suitable.

The main reason for the brake is the built-in antivirus. Disable.
An SSD is a must.
But better buy a normal laptop.

It looks like a bottleneck in the video card and drivers that do not support these codecs well. The absence of some processor instructions may lead to non-optimal decoding of the video stream. Although the browser may not support hardware acceleration of video playback.

h264ify and flag chrome://flags/#ignore-gpu-blacklist will help you, after restarting chrome
on chrome://gpu/ it should write Video Encode: Hardware accelerated
