Is there an IPMI for a desktop computer?

There is a very strong desktop computer - a kind of Bentley among desktops. It does not matter how it was formed, it is important that it will not be used as a desktop, it will be used as a server. This is actually the question - is it possible to add IPMI to it, since this is almost the only thing that it lacks? In the form of a PCI / PCIe card, in the form of a chip plugged into the mother or something else?

IP KVM will give you almost everything that IPMI does, except for power management (and monitoring).
