Which Wiki / Knowledge Management System to choose?

Requires a wiki engine/knowledge management system that supports the following features:

• The interface is completely in Russian
• Limited access (by login / password)
• Setting rights for user groups
• Simple Article Editor
• Page Change History
• Placement in the cloud / on your own server - it doesn't matter

PS. I really like Confluence, but there is no full-fledged support for the Russian language, which is critical.
