Which web service development option to choose: Python, Pligg, Ruby?

Dear professionals and specialists with extensive experience in creating web services and sites!
We need your advice, backed up by concrete arguments.
Task: We need a web service / site (desktop + mobile version) very similar to Reddit. The main difference is that the news is not external, as on Reddit, but internal, with its own database and comments. Also less of any cataloging/structuring. And one more thing: there will be up to 10,000 users on the site at the same time.
There are three different proposals, from three developers:
1. Do everything with CMS Pligg
2. Write everything from scratch in Python + Django framework
3. Write a site in Ruby
What are your recommendations? And, most importantly, why?
