Which web-based software to choose for cluster management?

So, we are looking for software with a web interface to manage the cluster. From the requirements:

  • QEMU/KVM virtualization support
  • good documentation, active community and instructions in Russian (optional)
  • preferably OpenSource or inexpensive solution
  • the ability to build a Hight-availability cluster
  • Live Migration support for virtual machines

At the moment I'm leaning towards OpenStack, but the almost complete lack of information on it in Russian scares me. Of course, you can do it easier and choose Proxmox VE, but this development causes fear in me. Perhaps there are good solutions for this task?
PS At the output, I would like to see something like DigitalOcean in terms of functionality.

Good cloud providers write software themselves, sometimes based on libvirt.
There is also openstack, which came out of the bowels of rackspace.
