Which virtualization environment to choose for a regular desktop?

There is a regular desktop for testing software on different systems of the Windows family, with a remote connection to this desktop. Here I sit and think about which virtualization method to choose ... that is, install an OS on it and roll VMware Workstation there with a bunch of virtual machines? But in this case, the OS soama will eat a lot of unnecessary resources. Or roll some kind of virtualization server? But here I am lost in the choice, besides I do not like pirated software. And again, which of the currently existing options will be the most productive. I will be glad to hear your opinion.

esxi , hyper-v core , xenserver choose any) all this is free, but to roll up a bunch of Windows virtual machines is all licenses)))
