Asterisk is not suitable at all? It's all there. Greetings, queues, dial-up groups, interceptions, conversations can be written without the user's consent, there are voice menus, voice mail, well, everything is there and for free. I've been an admin for 5 years now in three offices of atsky on asterisk and everything suits everyone.

I use siplink.pro , or rather I connected it for my clients. If you replenish the balance in time, then the flight is normal. The number was disconnected a couple of times, but this is my fault, and notifications did not come.
