Which video editor allows you to edit HD video without transcoding?

What video editor can currently perform simple cutting, arranging and direct-stream gluing of fragments in files with modern MP4, M2TS, TS, MKV media containers with frame accuracy?
The tested "Smart Cutter AVCHD" did not live up to expectations:
- a disgusting timeline without the possibility of scaling - extremely inconvenient navigation with a long video duration;
- when compiling diverse shots, after the junction, the 55-56th and 58-60th frames of the second and subsequent fragments are showered with noise in the form of a multitude of macroblocks (mp4, h264 high L4.0, yuv420p, 1920x1080, 25fps). Apparently, the joint is subjected to local recoding, okay, let it be, but not with the same “pull-eye-out” defects!
- clumsy interface of the program.
Only "MPEG Video Wizard DVD" works ideally in this regard, but only with the MPEG2 format.
Is there something with similar, simple and convenient functionality for H.264, for example?
