Which university to enter in 2020 as an IT specialist?

Now I graduated from a techie with a degree in IP Technician (I know that it's crap, but this is the only thing that happened after the 9th grade in my village). Initially, there was a plan to leave at 9, get a specialty in order to start working and gain experience, and then enter a university in absentia. While I was studying as a techie, I was very disappointed with the quality of education, namely 3 years of sorting arrays in C ... it's a pity for the time spent on this, so now I want to choose a normal place to get a tower. Can you recommend any good place? (preferably in the European part of Russia, any city)
