Which university is the best to apply?

Good everyone!
I am a foreign student. I wanted to ask for advice about the choice of universities in the Russian Federation.
I know Olympiad mathematics quite well and I have a good base on programming.
What is the best university to apply for the Applied Mathematics and Informatics program?
There is an opportunity to enter the following places:
1.) FIVT MIPT
2.) CT ITMO
3.) Mat-Mekh St. Petersburg State University
4.) FKN HSE
Although I am not completely sure about the latter, because. depends on the list of Olympiads they accept.
