Which university is better to enter in the field of IT?

Finished 11 classes and went to study at the Lyceum for the profession of "Computer Operator" for 1 year (NPO). From outside the house. training and personal problems, I was not allowed to attend the Unified State Examination and the Lyceum in which I studied was a tear-off point to get my first diploma, i.e. I did not pass the exam, but passed the usual exams as it was before. It's been 3-4 years later and I decided to follow. year in VO. I want to become a programmer or something close to it. As a whole, the IT sphere itself is good for me as a hobby and I hope to work. I want to enter in absentia on a paid basis, but in a less well-known university, but this is definitely not St. Petersburg State University. I obviously don’t have enough brains for it, and even more money, I achieve everything myself.
1. Do I need to take the exam if I already have a diploma from the Lyceum?
2. Is it possible to enroll in a university after the Lyceum? This is an NGO and not open source software, after which they then go to HPE

Do you need a piece of paper or knowledge, experience, etc.?

you can get an education at a university, but, alas, not at a correspondence
course and, of course, at a classical university, founded, preferably, before the 41st
if full-time does not suit you (as I understand, you are forced to work) - take what is profile and what is cheaper, t .e. just a diploma
