Which universities provide free online courses with a certificate?

Good afternoon.
Interested in free online courses from American / European / Asian universities and associations that issue a university / association certificate after successfully completing the course. Interested in Project Management. Who else has similar programs? Coursera/edX and other aggregators are not interested.

Courses require the attention of teachers and assistants, i.е. checking homework, exams, providing consultations. And yes, it's expensive.
